Kharadi - a sleepy village located on the western boundary of the PMC limit is undergoing a change; a change, which will push the spotlight from Hinjewadi to Kharadi as the next IT hub of Pune city.
For Kharadi has been pin pointed as the pilot project as 'it was shown as a developable area in the sanctioned regional plan and also in the proposed draft development plan besides having vast chinks of barren land to form an orderly development,' states the concept note which resulted out of the discussions held in a meeting on February 2004.

"Pune city is growing rapidly with the pace of urbanization, given the higher demand of investment in infrastructure and lower rates of returns on the investments, the PMC has prioritize the areas where the infrastructure can be developed preferably with private sector participation. With such private participation can be achieved by jointly pooling in resources available with PMC and the developers who are having development rights of vast chunks of lands in the areas where priority has been established," informs an official.

Gera Developers and the member of PBAP stresses on the fact that this kind of project will work wonders for the developers as well as the PMC. "Basically, PMC has a limited funds, and the amount of money needed is not available, so there is a need for innovative thinking, that worked out in a proposal. If a certain percentage of landowners in a specific geographic location come together, and develop a particular area, it helps create a better living as well as working space."

The project would also be a major breakthrough and a role model for private public partnership. Kharadi was initiated as the project area for a group of developers/ landowners from Kharadi came to PMC to make it a better living module which the PMC saw as a viable asset, which will help in its development for Kharadi has a good potential and if such a project is done private publicly, then there is synchronization between the development and infrastructure.

"PMC has resource restraints," admits Nitin Kareer. "Development of areas such as Kharadi needs money. If some development e.g some of the roads etc can happen at no cost to PMC, it will help. PMC could procure resources through advertisement rights or we could compensate the developers in different ways if they help create better roads in that area."

"As developers, we want to develop good roads, streetlights and general infrastructure which will make Kharadi the most sought after developed land," states Raj Bhansali of Clover who has already procured 30 acres of development land for building IT buildings along with residential premises. Kharadi was developing haphazardly initially but with this new development scheme it will change the Kharadi area."

"When PMC has limited funds and if the landowners / developers want to contribute to the funds, the PMC also gets stretched further to give better infrastructure to its people," adds Rohit Gera.

"Development control rules already permit giving FSI in exchange of development of infrastructure, so giving TDR in exchange is a fair deal between PMC and the developer," adds Bhansali.

Kharadi was pinpointed as the project area for the area has well-connected road network with existing roads and the recently developed MSRDC Kharadi - Mundhawa road. Besides the developers will have an undertaking to the PMC of their contribution of the additional development premium to enable focused and complete infrastructural development of the area in a well-planned manner with sufficient funds with an assurance from the PMC that the work will be completed within a period of time.

"PMC is levying a special surcharge fee for all the development in the Kharadi area, which is based on the initial discussion, and we have worked out a rate for the earlier fee of Rs 60 per sq meter which is as per the DC rules is very less if we are looking at the development plan," says Kareer.

"Proper development of suburbs sends people away from city center. Give them integrated road network, with the other infrastructure needs from the PMC then it becomes a complete and total facilitator in the Kharadi model," feels Gera. Tenders for the roads have been issued and the work should start in December, to be completed in one year. Roughly about 25 to 30 per cent of the work value will be contributed by landowners.

Zensar technologies has already taken their first step into looking at Kharadi as the next potential IT hub, by building their 60 crore campus. Ganesh Natrajan, CEO says, " We had two choices, Hinjewadi and Kharadi, we chose the latter for it gave us the proximity to the airport and to our already existing offices besides, Kharadi is a virgin location in closer to the heart of the city. We have also got good support from the PMC well as the STP to making Kharadi our choice. As a futuristic point of view, Kharadi has a lot of potential."

"Any development of a new area takes time," says Kareer. In fact the Kharadi development scheme has take one year for implementation. We are also simultaneously looking at other areas now. And ideas that could help expedite Kharadi project. Success of this project should help more developers taking such initiatives in other developing areas of Pune," he concludes.
